I entered a "-" (minus sign) so that the coordinate would be a negative number. Why is it not negative?

The minus sign in front of the longitude number refers to "West." Having the minus sign in front of the coordinates with a ‘W’ is actually redundant. Longitude lines are vertical, so anything to the left of the Prime Meridian would be minus/negative or West, while anything to the right would be plus/positive or East. The horizontal lines are latitude lines. Anything above the equator is plus/positive or North, while anything below it is minus/negative or South.

Why are the coordinates I received different from my GPS?

Susquehanna uses the traditional degrees, minutes, and seconds (DMS) notation for latitude and longitude. This is different from decimal degrees that are commonly shown on GPS devices.
